EUR.1 and A.TR. Movement Certificate
Reduction or exemption from import duties by means of a EUR.1 or A.TR. certificate and declaration of origin.
The EU has entered into trade agreements with several countries. Thus, you can obtain a reciprocal discount or an exemption from import duties. However, of course, this is subject to some rules. This is often referred to as preferential origin.
Approved-exporter authorisation
Do you export regularly with a EUR.1 or A.TR. or with a declaration of origin? In this case, you may apply for authorisation as an Authorised Exporter. This means that you are formally authorised by the authorities to issue preferential proofs of origin for your goods.
Difference between Provenance and Origin
The terms 'provenance' and 'origin' of goods are often used interchangeably. However, they mean different things. Certainly, in the customs sector, the 'provenance' has to do with the customs status of the goods. Is that EU goods (goods produced in the EU or previously imported from a non-EU country) or non-EU goods (goods from non-EU countries)? Whereas the 'origin' indicates where a product has been manufactured.
It is common now that a product has not entirely been manufactured in a certain country. Fortunately, there are rules in place on the requirements to be met by goods and the administrative procedures to be followed to issue a proof of preferential origin.
Certificate of origin
Proof of correct origin
If you export to a country outside the European Union (EU), you usually need a Certificate of Origin (CO) in the non-EU importing country. A CO or Certificate of Origin is a document indicating the origin of a product. In other words, the country in which a product was manufactured. Based on a CO, the import country decides whether or not a product may be imported and whether it qualifies for MFN duty.
The EU may have entered into a trade agreement with the country to which your goods are delivered.
